The purpose of democracy is to allow a minority to impose its will on the majority, so why are you surprised.

One of the purposes of democracy is that minority groups can have a voice in the direction of a country.

The overarching purpose of a democracy is to put the power in the hands of the people. In the case of the repeal of section 59, 113 Members of Parliament voted against the will of 83% of New Zealanders.
